The New Delhi project consisted of designing, constructing and renovating the 9,175 square-meter West Office Building and the 11,208 square-meter Chancery Office Building. The West Office Building project included design and construction of a complete renovation of the second floor. A Public Access Control was designed and constructed on the ground floor along with mechanical work in the basement.

The project included architectural, mechanical and electrical upgrades to provide office space for the United States Agency for International Development.

Bill Harbert International Construction, Inc. (BHIC) was the contractor of record for the project. In January 2000 all employees of BHIC became employees of B.L. Harbert International (BLHI). The management and supervisory teams now employed by BLHI constructed the project.
